The Expansion of Secondary Education and the Need for Teachers: How big is the gap? Introduction There is increasing pressure on Ministries of Education throughout the world to extend additional education to all students. Governments are acutely aware that in today’s globalized society, knowledge and skills increasingly hold the key to a country’s productive future (World Bank 2005). However, in many developing countries, young people are held back due to a lack of opportunities to pursue education beyond the primary level (World Bank 2005). Developing countries will need to turn their attention to expanding and improving secondary education to take advantage of its potentially transformational nature (Alvarez, 2003; Mulkeen, et al. 2005; SEIA, 2007; World Bank 2005; World Bank, 2006; World Bank, 2007).
